The title of this chapter shall be INTERIM FEES FOR THE VIRGIN RIVER HABITAT CONSERVATION PLAN. The provisions of this chapter shall apply to all development in Mesquite city including, but not limited to, building permits, grading permits, encroachment permits, off site permits, subdivisions, resubdivisions, minor subdivisions or other divisions of land for any purpose whatsoever.
