This chapter is enacted to provide for the administration of the personnel management affairs of the City. The purpose of this chapter is also to enable the City Manager to adopt personnel policies for administration of personnel of the City, to be known as the Mesquite Personnel Policies (hereinafter referred to as the "personnel policies") and to authorize the City Manager to revise the personnel policies from time to time.
