A. The city council declares that this off highway vehicle use and operation chapter is an exercise of the regulatory powers delegated to the council by the state of Nevada pursuant to Nevada Revised Statutes 490.100, inter alia.
B. It is the intent of this chapter to provide reasonable regulations for off highway vehicles, as defined in section 6-7-2 of this chapter, to operate on designated public streets, roads and/or highways for the express purpose of traveling to private or public areas that are open for use by off highway vehicles.
