A. The provisions of this title applicable to the drivers of vehicles upon the streets, highways or alleys shall apply to the drivers of all vehicles while engaged in the course of employment by the United States government, the state of Nevada or any political subdivision thereof, or any municipal corporation or district therein, including authorized emergency vehicles subject to those exemptions granted such emergency vehicles in this title.
B. The provisions of this title shall not apply to public employees, motor vehicles and other equipment while actually engaged in work upon the surface of any street, or work of installation, removal, repairing or maintaining traffic signs, signals or other traffic control devices, but shall apply to such persons and vehicles when traveling to or from such work.
