The applicant or licensee shall consent to any and all reasonable inspections of the recreational marijuana establishment business operations and premises with or without notice for the purpose of ascertaining such compliance with the laws and regulations of the City and State in areas of health, fire prevention, safety, and consumer protection, together with such examination of the business books and records as may be necessary to ascertain the basis for determining the payment of fees.
