Marijuana testing establishments and marijuana distribution establishments located outside the City of Mesquite, but which have obtained business licenses in a jurisdiction other than the City, need not apply for a City of Mesquite license to only provide testing of marijuana, or medical marijuana and/or merely deliver marijuana or medical marijuana products to a marijuana or medical marijuana establishment located within the City.
