SECTION 3.10 Emergency ordinances and resolutions
   Every emergency measure shall contain a statement of the necessity for such emergency action in a separate section and shall require the affirmative votes of at least five members of the Council for its enactment as an emergency measure to go into immediate effect. If such measure fails to receive five affirmative votes necessary to declare an emergency, but receives a necessary majority for adoption or passage as a regular measure, it shall continue to be considered for adoption in the manner required for a regular measure.
