121.05 DISPOSAL OF SURPLUS AND/OR OBSOLETE PERSONAL PROPERTY.
   (a)   Personal property having a value of more than one thousand dollars ($1,000) but less than five thousand dollars ($5,000) which is surplus and/or obsolete and no longer needed for a municipal purpose may be sold by the applicable department director without the necessity of approval of Council and without utilizing competitive bidding so long as the City Manager, Finance Director, Law Director and Council President have approved in writing of the terms of the sale and have agreed with the determination that the property is surplus and/or obsolete and no longer needed for a municipal purpose.
   (b)   Prior to the delivery of any disposed property, the applicable department director shall be responsible for the removal of logos, seals, emblems or other marks identifying the equipment as the property of the City.
   (c)   A list of items sold under this section, the general condition at the time of sale, the name of the purchaser, the purchase price and the reason for declaring the item available for sale shall be maintained in the Finance Director's office and shall be available for public inspection.
   (d)   All monies collected from sale of surplus and/or obsolete personal property shall be delivered to the Finance Director to be placed in the General Fund of the City.
