163.04 PROCEDURES.

The City Beautification Commission shall adopt its own rules and regulations including the manner of selection of a chairman and adopt its methods of procedure except as may otherwise be provided by Council or the laws of Ohio. All meetings of the City Beautification Commission shall be open to the public.
