Each member of Council shall nominate one elector to serve on the Charter Review Committee. In addition to the electors nominated by individual members of Council, the three at-large members of Council shall as a group nominate one elector to serve on the Charter Review Committee and the four members of Council representing the four wards shall as a group nominate one elector to serve on the Charter Review Committee. All appointments shall be made during a regular meeting of council. Should the at-large group and/or ward group fail to nominate an elector at that meeting, the Council President at the next regular meeting of Council shall appoint the necessary member(s). The members of the Charter Review Committee shall be appointed no later than January 31, and shall convene their first meeting no later than March 1.
