115.26 PERSONS BEFORE COUNCIL.
   Persons Before Council is defined as those parts of a regular meeting of Council where persons address Council concerning issues affecting the City. No speaker at Persons Before Council shall be permitted more than four minutes of speaking time at any meeting unless interrupted. Issue groups and candidates are also permitted to participate in Persons Before Council, but no signs, buttons or other advertisements shall be displayed on or with any speaker regardless of whether the speaker represents an issue, a candidate or otherwise. No visual display shall be permitted through copy or electronic format at Persons Before Council unless the display was filed with the City as part of a rezoning or other application being heard by the Council pursuant to the Mentor Code of Ordinances. Any display shall be delivered to the offices of the Council President and the City Manager by 1:00 p.m. the business day immediately preceding the meeting. In light of the government access telecasting of Council meetings, no speech or display in Persons Before Council shall be permitted to advertise for commercial gain or enterprise.
