1377.12 DOOR HARDWARE.
   Every exterior door and its hardware shall be maintained in good condition. Door locks on all doors entering dwelling units shall be in good repair and capable of tightly securing the door. Egress door hardware locks for separate dwelling units shall be operable from the egress side without the use of a key or special knowledge. Apartment dwelling units shall have a deadbolt lock, pursuant to Ohio Revised Code 3781.103, which is operable by a thumb turn mechanism, except that a keyed deadbolt lock may be used on the egress side of doors where the key is not removable in the locked position. All locking mechanisms shall be maintained so as to be easily operable, without sticking due to friction or non alignment.
