761.01 DEFINITIONS.
   As used in this chapter:
   (a)   “Board of Health” means the Board of Health of the Lake County General Health District.
   (b)   "Body piercing" means any method of penetrating or puncturing the skin, excluding the ear, by the use of needles, studs, posts or other instruments, thereby creating an opening into or through the skin in which studs, posts, ornaments, jewelry or similar items are or can be inserted.
   (c)   "Body piercing establishment" means any location where body piercing other than ear piercing only is performed by a person other than a licensed physician.
   (d)   "Certificate of inspection" means written approval from the Health Commissioner or his authorized representative, that a tattooing or body piercing establishment has been inspected and meets all the terms of this chapter.
   (e)   "Ear piercing" means body piercing performed on the ear only.
   (f)   "Ear piercing establishment" means any location where no body piercing other than ear piercing is performed.
   (g)   "Ear piercing instrument" means any instrument that is approved by the Board of Health as being used exclusively for ear piercing, of a type that uses disposable earring containing capsules, and that does not make contact with the ear during the piercing procedure.
   (h)   "Health Commissioner" means the person occupying the office in the Lake County General Health District or his authorized representative.
   (i)   "Permit" means that document issued by the City of Mentor authorizing the operation of tattoo or body piercing establishment within its jurisdiction.
   (j)   "Tattoo establishment" means any location whether permanent or temporary, stationary or mobile, private residence or business, where tattooing or derma graphic art is performed for the purpose of placing upon or under the skin, indelible marks and/or derma graphic art by other than a licensed physician.
   (k)   "Tattoo, tattooed, tattooing" refers to any method of placing designs.
