1349.31 VACANT BUILDINGS.
   If any structure or part thereof is vacant, the Responsible Official may order said structure secured so it will not be an attractive nuisance. Securing the structure and site may include, but not be limited to, barriers in the driveway, boarding doors and windows, fencing the perimeter of the site or installation of monitoring systems among others. Said order shall be served as set forth in Section 1349.27 and shall specify a reasonable time for compliance. Upon failure of the owner to comply within the specified time, the Responsible Officia1 shall cause the building to be secured using City forces or by contract with a private person or firm and the costs thereof shall be charged against the owner or the property as set forth in Section 1349.29.
   Where a structure or part thereof is required to be secured for a second time in a twelve (12) month period, the structure shall be considered to be an attractive nuisance and/or a hazard to the public health, safety or welfare. The Chief Building Official shall be notified of said nuisance and a hearing will be held in accordance with Chapter 1345.
