1341.04 SEPTIC REGULATIONS.
   All dwellings erected or constructed within the City shall have a bathroom equipped with a permanently installed tub or shower, a toilet, and a washstand. No permanent outside privies or inside or outside chemical toilets shall be allowed within the City. All existing outside privies and inside or outside chemical toilets shall be replaced by modern flush toilet facilities, where water is available for such purpose.
   Every dwelling house and every building designed for the occupancy of persons within the City shall be separately connected with the public sanitary sewer system when such dwelling house or building is in the proximity of a public sanitary sewer within a street, easement, or other public right-of-way abutting the lot, land or parcel upon which said dwelling house or building designed for the occupancy of persons is located.
   No building permit shall be issued for any structure intended to be served by a septic system unless and until such system has been approved by the Lake County Board of Health and the Chief Building Officia1 has determined that public sanitary sewer is not reasonably accessible to the property.
   Applicants for such permits shall submit plans and specifications including the design and size of the unit or units proposed to be installed, a plot plan of the lot or lots and lands upon which said unit or units are proposed to be installed, drawn to scale, which shall disclose the following information:
    (a)    The proposed location of such installation, including filter bed or leech bed, if any, with reference to the location of any proposed or existing buildings on said lot or lots and land.
   (b)    The proposed location of such installation with reference to the location of the front, rear and side yard lines.
   Said plans and specifications shall also indicate with reasonable accuracy wherever possible the proposed elevations, type of soil, flow of the lot and water table, and such other information as the Chief Building Officia1 may require. The installation of each septic tank and sewage disposal system, after a permit therefor has been issued, shall be subject to a final inspection by the Building Division before the installation is covered with earth.
