Upon notice from Chief Building Official that work on any building or structure is being done contrary to the provisions of the applicable building code and/or the Mentor Code of Ordinances, or in a dangerous or unsafe manner or not in accordance with the approved plans, such work shall be immediately stopped. Such notice shall be in writing and shall state the reason for stopping the work and the conditions under which the work may be resumed, and such notice shall be delivered to the owner of the property, or to his agent, or to the person in charge of the work at the site.
