All electrical, plumbing and heating, ventilating and air conditioning contractors operating in the City of Mentor shall be registered with the Building Inspection Division to do such work. No electrical, or plumbing or heating, ventilating and air conditioning permit shall be issued to any person, firm or corporation to do, or cause to be done, any construction of electrical or plumbing or HVAC work regulated by the Building Code except where the person, firm or corporation proposing to do such work holds a valid, unexpired and unrevoked electrical, or plumbing or HVAC contractor's registration. It shall be unlawful to install, repair, or alter electrical, or plumbing or HVAC systems for any building or structure without the required registration. Such work shall be under the direct charge, control and personal supervision of the individual registered and it shall be performed in a manner which shall preserve the public safety and conform to the Building Code(s) and all other pertinent laws and ordinances.
