123.01 ADDITIONAL DEPARTMENTS.

For the purpose of administering the offices of the City, in addition to the departments established under the Charter, there shall be an Engineering and Building Department, a Department of Planning and Development and a Parks and Recreation Department, having such powers and duties as provided by law.
