117.09 VOTES REQUIRED FOR PASSAGE OF ZONING CHANGE AND LAND USE CHANGE LEGISLATION.
   (a)    Legislation relating to zoning changes and land use changes which has been favorably recommended by the Planning Commission to Council as a result of four or more members of the Planning Commission favoring same, shall require only a majority vote of the Councilmen present at a duly constituted meeting, for passage of said legislation.
   (b)    An affirmative vote of five members of Council shall be necessary for passage of zoning change or land use change legislation if the favorable recommendation received from the Planning Commission resulted from an affirmative vote of less than four members of the Planning Commission.
   (c)    An affirmative vote of six members of Council shall be required for the passage of zoning change and land use change legislation upon which the Planning Commission has made an unfavorable recommendation to Council.
