Whoever violates any one of the sections of this chapter or the rules and regulations established by virtue of and under the authority of this chapter shall be fined not less than $100.00 nor more than $500.00 for the first offense and not less than $500.00 nor more than $1,000 for each subsequent offense. In addition to the fine and penalty hereinabove described, the Director of Public Works may revoke the license or licenses of any person convicted under this section.
