The City Engineer is hereby authorized and directed to prepare a general plan of street lighting within the said district which shall include the location of all present and future street lighting within the City and a sequence of future street lighting installations. Said engineer shall report to Council when the plan has been completed and submit same for Council’s review and possible adoption.
