No right-of-way improvement shall connect with a street or road in an adjacent community except upon passage of an ordinance by Mentor City Council authorizing a right-of-way improvement to connect with a street or roadway in an adjacent community, and provided further, that such improvement is made in compliance with the Right-of-Way Construction Code and in accordance with such other conditions as the Council may provide.
