919.01 REGULATIONS AND DEFINITIONS.
   (a)   (1)   No person shall plant a tree upon the area in public right-of-way, parks, or other public areas without having first obtained a written permit from the Director of Public Works, hereinafter referred to as Director.
      (2)   No person shall remove, destroy, or injure any tree, or to authorize any person to do so, or to remove or tamper with any device placed for the protection of any such tree, or to attach any rope, wire, chain, sign or other device whatsoever to said tree, or to authorize or cause same to be done except having first obtained a permit from the Director.   
   (b)    The word "person" as used in this chapter shall include individuals, corporations, groups or individuals, firms, associations, and their servants, agents or employees.
      (c)    The word "tree" whenever used in this chapter shall mean any tree, shrub, or other woody plant in or upon any public right-of-way, park, or other public areas or that part of any tree, shrub or other woody plant that extends within the lines of any public right-of-way, park, or other public area, in the City.
   (d)    The word "permit" shall mean a permit in writing as issued by the Director of Public Works.
   (e)    The word "Director" shall mean the Director of Public Works, or his designee.
