Upon notice from the Manager, each such owner of land, lot or premises shall install or repair such drain or culvert under said driveway, or to comply with Sections 913.08 and 913.09, at such owner's expense, which drain or culvert shall be of such size as is specified in the notice by said Manager. Upon failure of owner to comply with said notice, said Manager may proceed with the construction or repair of said drain or culvert, and recover the cost; or said Manager may certify the cost to the Auditor of Lake County, Ohio, for collection as other taxes and assessments.
