When the Council declares by resolution that certain specified sidewalks, curbing, or gutters shall be constructed or repaired, the Clerk of the Council shall cause a written notice of the passage of such resolution to be served upon the owner or agent of the owner of each parcel of land abutting any such sidewalk who is a resident of the City, in the manner provided for the service of summons in a civil action, and shall return a copy of such notice with the time and manner of service endorsed thereon, to the Council, which shall file and preserve it.
