Unless the context specifically indicates otherwise, the meanings of terms used in this chapter shall be as follows:
" Sidewalk" shall mean any Portland cement concrete walkway constructed in that portion of the street right-of-way designed particularly for pedestrian travel.
"Director" shall mean the Director of Public Works of the City.
