Any self-service laundry, laundromat or automatic or coin operated laundries or dry cleaning establishments within the City, patronized by the general public, shall be closed between the hours of 10:00 p.m. and 6:00 a.m. unless each such place of business is attended by a male person over the age of 21 years, and who shall be authorized by the owner or operator of such business to provide for the peace and safety of persons and property therein.
