No person shall keep, use, exhibit, display, or cause to be exhibited or displayed, any mechanical or electronic amusement device, unless such device displays in a prominent place the name and business address and telephone number of the person owning the device, and unless an operator's license has first been secured from the Director. A license shall be required of every owner of a mechanical or electronic amusement device kept, used, exhibited or displayed in the City of Mentor.
