The appropriate officials from the Building Department and Police Department may make unannounced inspections of each massage establishment granted a permit under the provisions of this chapter for the purposes of determining that the provisions of this chapter are complied with. Such inspections shall be made at reasonable times and in a reasonable manner and reported to the Director of Planning's office. If any violations are cited in writing, the inspector may give reasonable time to allow for corrections. No permittee shall fail to allow such inspection officer access to the premises or hinder such officer in any manner.
