4-9-14: MANAGEMENT OF LEAD ACID BATTERIES, MAJOR APPLIANCES, WASTE OIL AND YARD WASTE:
Occupants of single family and two (2) to four (4) unit residences, multiple-family dwellings and non-residential facilities and properties shall manage lead acid batteries, major appliances, waste oil, and yard waste as follows:
   A.   Lead acid batteries shall be recycled at a retail business that sells lead acid batteries and accepts used batteries for the purpose of recycling or at a solid waste facility. Any fee imposed for the recycling of used batteries shall be the responsibility of the generator.
   B.   Major appliances shall be recycled at a retail business that sells appliances and accepts used appliances for the purpose of recycling, at a scrap metal dealer or at a solid waste facility that accepts appliances for the purpose of recycling. Any fee imposed for the recycling of used appliances shall be the responsibility of the generator.
   C.   Waste oil shall be recycled at a retail business that sells oil or automotive products and accepts oil for the purpose of recycling, at an oil refinery or at a solid waste facility. Any fee imposed for the recycling of used oil shall be the responsibility of the generator.
   D.   Yard waste shall either be home-composted using an effective back yard compost system or transported to the city solid waste site located at 1601 Gilbert Creek Rd, Menomonie, WI 54751. There shall be curbside pickup of yard waste in the spring and in the fall, at such times as are established by the director of public works. All such materials shall be contained in recyclable paper bags called "kraft" bags. Bulky limbs and cuttings from trees, shrubs and the like must be cut in lengths of less than four feet (4') and securely and compactly tied in bundles of less than one foot in diameter, weighing no more than fifty (50) pounds. No yard waste shall be disposed of as general waste.
   E.   Christmas trees shall be recycled during a two (2) week curbside pickup schedule established by the director of public works or dropped off at marked locations in the city at times established by the director of public works. All Christmas trees are to be free of bags, wires and stands. (Ord. 2020-07, 9-8-2020)
4-9-15: PREPARATION AND COLLECTION OF RECYCLABLE MATERIALS:
Except as otherwise directed by the common council, occupants of single-family and two (2) to four (4) unit residences shall do the following for the preparation and collection of the separated materials specified in Section 4-9-11 E. through O.:
   A.   Aluminum containers shall be empty and shall include used beverage cans only.
   B.   Bi-metal containers shall be cleaned and separated.
   C.   Corrugated paper or other container board shall be clean and must be flattened. This does not include waxed cardboard or chipboard such as cereal boxes, shoe boxes and similar materials.
   D.   Foam polystyrene packaging shall be separated.
   E.   Glass containers shall be cleaned. Labels may remain on glass containers. Glass shall not be broken. Glass does not include any of the following: ceramic cups, dishes, ovenware, plate glass, safety and window glass, heat-resistant glass, lead-based glass, and TV tubes.
   F.   Magazines shall be placed in a recycling bin.
   G.   Newspaper shall be placed in a recycling bin. This includes newspaper and newspaper advertisements only and does not include catalogs, magazines, or other paper.
   H.   Office paper shall be placed in a recycling bin. This includes all grades of paper such as white, colored, ledger, shiny, coated, carbonless and NCR papers; envelopes including windowed, labeled and kraft; magazines; phone books; computer printout paper; glued pads and tablets; file folders; keypunch cards; post-it notes; spiral notebook; cereal boxes; shoe boxes; etc. Office papers can include paper clips and staples, but may not include hand towels or other paper products from restrooms or soiled napkins and paper plates. This also does not include carbon paper, cellophane, or any waxed paper.
   I.   Rigid plastic containers shall be prepared and collected as follows:
      1.   Plastic containers made of PETE, SPI code No.1, including, but not limited to soft drink bottles, water bottles, and soda bottles shall be cleaned.
      2.   Plastic containers made of HDPE, SPI code No.2, including, but not limited to milk jugs, laundry detergent bottles, and shampoo bottles shall be cleaned.
      3.   Plastic containers made of PVC, SPI code No.3 that are cleaned.
      4.   Plastic containers made of LDPE, SPI code No.4 shall be cleaned
      5.   Plastic containers made of PP, SPI code No.5 shall be cleaned.
      6.   Plastic containers made of PS, SPI code No.6 shall be cleaned.
      7.   Plastic containers made of other resins or multiple resins, SPI code No.7 shall be cleaned. (Ord. 2020-07, 9-8-2020)
   J.   Steel containers and tin-coated metal cans shall be clean. Tin cans with molded or round bottoms can be recycled without the molded or round bottom removed, provided the can has been rinsed.
   K.   Waste tires shall be recycled at a retail business that sells tires or automotive products or at a solid waste facility. Any fee charged for the recycling of used tires shall be the responsibility of the generator.
   L.   The hauler has the right to reject or leave at the curb any recyclable material or solid waste that is not prepared according to the specifications in Section 4-9-11 A. through K., or in the regulations provided by the contractor or the city of Menomonie to the service recipients. Materials may also be rejected if not separated from solid waste, placed in the proper container or are not designated recyclable materials or solid waste for collection. The hauler also has the right to refuse to pick up any solid waste if it contains recyclable containers and materials. In such cases, the hauler shall notify the generator of materials in writing by means of putting a red tag on it listing the reasons for rejecting the items. (Ord. 2020-07, 9-8-2020)
