2-9-2: PURPOSE:
   A.   Purpose and Intent: It is the purpose of this chapter to promote public health, safety and wellbeing of the people and birds in the city through regulation of planting, maintenance and removal of trees and other plant material and to define public nuisances and provide for their abatement. The management of the City's urban forest is intending to provide the following:
      1.   An urban environment which is in harmony with the regional natural and agricultural environments.
      2.   An urban environment which brings the positive qualities of the natural environment into the city for the benefit of its residents.
      3.   Protection of city watercourses from excessive runoff and erosion.
      4.   Mitigate the adverse effects of air pollution, dust, noise, excessive heat and glare.
      5.   The conservation of energy by minimizing the impact of climate extremes.
      6.   Assurance that trees and shrubs planted in the public right of way or in the "vision triangle", as defined in this code 1 , do not interfere with the orderly and safe passage of vehicular and pedestrian traffic.
      7.   Compensation to the city for the loss, damage and/or destruction of trees and shrubs and their beneficial aspects to public improvements.
      8.   Assurance that this part of the natural environment, on which man is dependent, be maintained in such a way as to ensure its quality for future generations of city residents.
      9.   Protect and maintain healthy populations of birds by planting urban and migratory bird friendly trees. (Ord. 2023-11, 4-3-2023)
