All actions taken or designations made by the landmarks commission prior to the effective date hereof, are determined to be legal, valid and binding. Any landmark or landmark site designation which has been initiated but not completed prior to the effective date hereof shall continue to be considered and acted upon in accordance with the provisions of prior chapter 21, section XXXII of the 1975 city code, insofar as the same is applicable, and the provisions of said chapter designations initiated after the effective date hereof shall be in accordance with the provisions of this chapter. All previously designated landmarks or landmark sites, if any, shall comply with the provisions of this chapter. (1975 Code Ch. 21 § XXXII)
