Where literal application of the subdivision provisions of this title would impose undue hardship because of unique or severe topographical conditions or other limiting or unusual conditions, the city plan commission may permit modifications of the application of such provisions; provided:
A. Conditions are attached to plat approval that assure compliance with the requirements of this title insofar as possible.
B. There is compliance with the provisions of chapter 236, Wisconsin statutes, and other applicable laws.
C. The intent and purpose of this title are observed. (1975 Code Ch.22 §VII)
