14-1-3: DEFINITIONS:
ALLEY: A public or private right of way shown on a plat, which provides secondary access to a lot, block or parcel of land.
BLOCK: An area of land within a subdivision that is entirely bounded by streets, or by streets and the exterior boundary or boundaries of the subdivision, or a combination of the above with a river, lake or rail line.
BUTT LOTS: Any lot, or lots, at the end of a block located between two (2) corner lots.
CERTIFIED SURVEY MAP: A map of not more than four (4) parcels of land which shall be recorded in the office of the register of deeds of the county in which such land is situated, and which shall meet the requirements of chapter 236.34 of the Wisconsin statutes.
COLLECTOR STREET: A street so designated on the city comprehensive guide plan.
COMPREHENSIVE GUIDE PLAN (COMPREHENSIVE MUNICIPAL PLAN): Compilation of policy statements, objectives, standards and maps for guiding the physical, social and economic development, both public and private, of the municipality and its environs.
COPY: A true and accurate copy of all sheets of the original subdivision plat. Such copy shall be on durable white matte finished paper with legible dark lines and lettering.
CORNER LOT: A lot abutting on two (2) or more streets at their intersection, provided that the interior angle of such intersection is less than one hundred thirty five degrees (135°).
CUL-DE-SAC: Short, local street having only one outlet and a vehicular turnaround.
DOUBLE FRONTAGE LOT: A lot extending between and having frontage on two (2) streets.
EASEMENT: A grant by an owner of land for the specific use of said land for a public or quasi-public purpose.
EXTRATERRITORIAL AREA: The unincorporated area within three (3) miles of the corporate limits of the city.
FINAL PLAT: Final map, drawing, or chart on which the subdivider's plan of a subdivision is presented to the city and other agencies for approval, and which, if approved, will be submitted to the county register of deeds for recording.
FRONTAGE: All the property abutting on one side of a street between two (2) intersecting streets or all of the property abutting on one side of a street between an intersecting street and the dead end of a street.
FRONTAGE ROAD: A local street which is parallel and adjacent to a thoroughfare and which provides access to abutting properties and protection from through traffic.
INTERIOR LOT: A lot other than a corner lot.
LOCAL STREET: A street of limited continuity used primarily for access to abutting properties and the local needs of the neighborhood.
LOT: A parcel of land, one unit of a recorded plat subdivision, or registered land survey, occupied or to be occupied by a building and its accessory buildings and including as a minimum such open spaces as are required under this title and having frontage on a public street.
LOT AREA: The horizontally projected area within the lot lines, not including any areas lying within streets or alleys dedicated to the public or shown on the official map.
MAP OF SURVEY: A map meeting all requirements of a certified survey map, except for title, which shall be recorded with the register of deeds as a miscellaneous document in records.
MINOR LAND DIVISIONS: A division of a lot, parcel or tract of land by the owner thereof or his agent for the purpose of sale or building development, where the act of division creates less than five (5) parcels or building sites of ten (10) acres each, or less, in area.
MUNICIPALITY: The city of Menomonie.
OUTLOT: A parcel of land, other than a lot or block, so designated on the plat.
OWNER: Any individual, firm, association, syndicate, copartnership, corporation, trust or any other legal entity having proprietary interest in the land being subdivided under this title.
PEDESTRIANWAY: A public right of way across or within a block or development to provide access for pedestrians.
PLAN COMMISSION: The plan commission of the city of Menomonie 1

PLAT: A map of a subdivision.
PRELIMINARY PLAT: A map showing the salient features of a proposed subdivision submitted to an approving authority for purposes of preliminary consideration.
REPLAT: The process of changing, or the map or plat which changes, the boundaries of a recorded subdivision plat or part thereof. The legal dividing of a large block, lot or outlot within a recorded subdivision plat without changing the exterior boundaries of said block, lot or outlot is not a replat.
SETBACK: The depth of the front yard, measured horizontally on a lot from and at right angles to the front line or the right of way line of a proposed street on the official map, whichever results in the greater front yard depth, excluding only such projections as are permitted hereinafter.
STREET: All property dedicated or intended for public or private street purposes or subject to public easements therefor, which affords the principal means of vehicular access to abutting property, and if over forty feet (40') in width.
SUBDIVIDER: Any person commencing proceedings under this title to effect a subdivision of land for himself or others.
SUBDIVISION: A division of a lot, parcel or tract of land by the owner thereof or his agent for the purpose of sale or of building development, where:
   A.   The act of division creates five (5) or more parcels or buildng sites; or
   B.   Five (5) or more parcels or building sites are created by successive divisions within a period of ten (10) years.
THOROUGHFARE: A street designated on the city comprehensive guide plan as a freeway, arterial or collector street. (1975 Code Ch. 22 § I; amd. 2009 Code)
