It shall be unlawful for any city of Menomonie employee or official to receive or offer to receive, either directly or indirectly, any gift, gratuity or anything of value which he is not authorized to receive from any person, if such person:
A. Has or is seeking to obtain contractual or other business or financial relationships with the city; or
B. Conducts operations or activities which are regulated by the city; or
C. Has interests which may be substantially affected by the city. (1975 Code Ch. 3 § XI)
