9-1-12: INSPECTION; CERTIFICATE OF OCCUPANCY:
   A.   Inspection Required; Notify City: No structural portion of any part of any building or structure not supervised by an architect or professional engineer or his authorized representatives and no reinforced steel, structural framework of iron or steel, brick, concrete block, frame or any other materials used in structural part of any building, shall be covered or concealed in any manner without first securing approval of the department of building inspection. The owner or his agent shall notify the department of building inspection at least twenty four (24) hours in advance for the inspection.
   B.   Inspection Phases: No work shall be done on any part of the building or structure beyond the point indicated in each successive inspection without first obtaining the approval of the department of building inspection. Such approval shall be given only after an inspection shall have been made of each successive step in the construction as indicated by each of the three (3) inspections hereinafter mentioned. The building inspector or his authorized agent shall, upon notification from the permit holder or his agent, make the following inspections and shall either approve that portion of the construction as completed, or shall notify the permit holder or his agent wherein the same fails to comply with the law.
      1.   First Inspection Of Poured And Block Foundations: Inspector is to be notified when footings are formed and ready to be poured. Reinspection must be called for to inspect tile, stone and damproofing. Block foundations to be checked after walls are up and stone, tile and damproofing have been installed. Notify building inspector before pouring concrete beams, slabs and walls.
      2.   Second Inspection Of Structure: To be made after the roof is in place; all framing, fireblocking and bracing are in place, all pipes, chimneys and vents are complete and rough plumbing and wiring has been installed. Inspection department must be notified when ready for the second inspection.
      3.   Third And Final Inspection: To be made after the building is completed and is ready for occupancy. Building inspection department to be notified when ready for the third inspection.
      4.   Certificate Of Occupancy: The building inspector shall make a final inspection of all new buildings, additions and alterations. If no violation of this or any other ordinance, law or order is found and there is a sewer connected to the public system, or system approved by this code, compliance with the building, electrical, heating, plumbing ordinances of the city, connection with adequate water supply, access to the premises by a public road, the building inspector shall issue a certificate of occupancy, stating the purpose for which the building is to be used. No building or part thereof shall be occupied until such certificate has been issued, except with the written consent of the building inspector; nor shall any building be occupied in any manner which conflicts with the conditions set forth in the certificate of occupancy.
