9-1-3: DEPARTMENT OF BUILDING INSPECTION:
   A.   Duties: The building inspector or any inspector of the department of building inspection shall enforce all city ordinances and assist the state in enforcing state laws and regulations and lawful orders relating to the construction, repair, removal, safety and use of buildings and permanent building equipment. Building superintendent as used in this chapter shall include and refer to the building inspector. He shall have an office in city hall, and shall not be interested either directly or indirectly in the construction of buildings or in the preparation of plans and specifications therefor, or permanent building equipment.
   B.   Records: The building inspector shall keep a record of all applications for building permits and regularly number each permit in the order of its issue. He shall keep a record showing the number, description of size of all buildings erected during his term of office, indicating the kind of materials used and the cost of each building, and the aggregate cost of all buildings of the various classes. He shall keep a record of all inspections made and of all removal and condemnation of buildings.
   C.   Powers:
      1.   The building inspector or any inspector of the department of building inspection shall have the power and authority at all reasonable times for any proper purpose to enter upon any public or private premises, and make inspections thereof, and may require the production of the permit of any building, electrical, heating or plumbing work or the required license therefor.
      2.   The building inspector or any inspector of the department of building inspection shall have the power and authority to enforce all state laws and city ordinances relating to the construction, alteration, repair, demolition, location, occupancy and use of buildings and the equipment contained therein, and such emergency powers as are necessary to fulfill the purposes and intent of this code; namely, to promote the health, safety and welfare of the general public.
