8-2-8: EFFECT OF ADOPTION:

When adopted by the common council of the city, this chapter shall take precedence over any preexisting agreements, ordinance and charge systems which are inconsistent with this chapter and/or the federal law PL92-500 and subsequent amendments thereto. (1975 Code Ch. 5 § VI)
