8-1-6: LIMITATIONS ON LAWN IRRIGATION:
   A.   In the event that there is, or is expected to be, a shortage of water for any reason, the Mayor or City Council may enact alternate side lawn irrigation restrictions by resolution. If so enacted, consumers on the even numbered side of the street shall only irrigate lawns on even numbered days (i.e. June 2, June 4, June 6) and consumers on the odd numbered side of the street shall only irrigate lawns on odd numbered days (i.e. June 1, June 3, June 5), except as noted below.
   B.   In the event that there is, or is expected to be, a severe shortage of water for any reason, the Mayor or City Council may declare an emergency and ban all lawn irrigation. If so declared, consumers may not irrigate lawns on any days, except as noted below.
   C.   Exceptions: Unless otherwise prohibited, the following activities are permitted during any alternate side lawn irrigation restrictions or full lawn irrigation ban:
      1.   Use of watering cans.
      2.   Use of handheld sprayers, provided that they are not left unattended.
      3.   Use of drip irrigation systems or soaker hoses.
      4.   Irrigating new lawn areas installed at the time of construction of a new residential, commercial, or industrial building for a period of not more than twenty-eight (28) days.
      5.   Irrigating outdoor sport fields including, but not limited to, baseball/softball fields, football fields, and soccer fields.
      6.   Irrigating from non-municipal water sources including, but not limited to, rain cisterns, rain barrels, private irrigation wells and surface waters, provided that the consumer has obtained all necessary permits.
   D.   The City shall notify consumers of the beginning and end of alternate side lawn irrigation restrictions and full lawn irrigation bans by publishing a notice in the official newspaper of the City and by notifying consumers observed violating the provisions by phone, e-mail or letter.
