8-1-4: SERVICES:
   A.   Permit And Contract: No excavating shall be done in connection with water services until a permit for water service has been obtained from the City building inspector in accordance with title 7, chapters 1 and 2 and title 9, chapter 5 of this Code. No person shall be issued a permit until the contractor or owner shall agree, in writing, to follow these rules and regulations, and shall also agree to install all laterals from the main at his own expense, unless the utility chooses to install the lateral from the main to the curb box. No street repair charge shall be required if the service is installed at the same time that the main is constructed.
   B.   Material To Be Used For Services: All corporation cocks shall be furnished to the contractor or consumer by the utility at retail price. All services from the main to the stop shall be of type K copper service pipe of three-fourths inch (3/4") o.d. minimum size, with a one inch (1") minimum size for dwellings composed of three (3) or more apartments. The service line from the curb stop to the waste valve in the premises can be of the same material used from the main to the curb box or any plastic approved by the Director of Public Works. Each service must be provided with a curb stop and curb box, located outside the premises, connected with the main. These stops and boxes shall be of the following types: curb stops shall be of the same size as the copper pipe used and shall be either inverted key Minneapolis pattern round way with ground key for use with copper service pipe or solid tee Minneapolis pattern round way with ground key for use with copper service pipe; curb boxes shall be Minneapolis pattern of seven foot (7') minimum length with a one foot (1') extension and without a stationary rod.    C.   Laying Services: No contractor, plumber or other person shall connect more than one service to one tap. Each building shall have one distinct and separate tap and service pipe. Such service pipe shall be laid not less than seven feet (7') below the surface when the street is brought to grade. Supply pipes shall not be laid to supply adjoining premises, whether owned by the same or different parties. Every service where it enters the basement shall be provided with a stop and waste cock, so situated below the frost line that the water can be easily and completely shut off and drained from the pipes when necessary to prevent freezing. The stop and waste cock must be kept in good working order at all times at the expense of the consumer. All services must have a shutoff valve on both sides of the meter.
   D.   Private Services: Whenever a privately constructed service is abandoned, the consumer or contractor for the consumer shall cut and shut off such abandoned water line at the main; and the Superintendent or other officer of the City inspecting said new connections to the main, shall deny to the consumer or contractor the right to turn on the water at the new connection until this requirement has been met.
