8-1-3: WATER MAINS:
   A.   Ownership And Responsibility: The mains are the property of the utility and are maintained by the utility. No person, except an authorized employee of the utility shall be permitted to operate any valves or hydrants in connection therewith, or to tap said main for connection purposes, except by permission of the Superintendent of the utility. Members of the Fire Department may operate the hydrants in the discharge of their duties.
   B.   Tapping Mains: No person, unless authorized by the Superintendent, shall be permitted to tap or make connections to any main. The water main shall be tapped and the service placed to the curb box by the utility or a master plumber at the expense of the consumer, and thereafter maintained by the utility.
