7-6-1: INTRODUCTION; PURPOSE; AUTHORITY:
   A.   Purpose: The common council of Menomonie has agreed to own and operate that airport known as "Menomonie Municipal Airport" located in the city of Menomonie and has established an airport commission to operate the airport. The purpose of this chapter is to establish operational policies and regulations governing the affairs of the commission, traffic on, and use of airport facilities.    B.   Intent: This chapter shall prevail over any previous or conflicting chapters, resolutions or actions by the common council, agents, or representatives of the city; provided, however, that at all times the city shall continue to have the right, at any time, to withdraw from the operation of the airport and to relinquish its interest in the airport, pursuant to section 114.151 of Wisconsin statutes. No fees, charges, or regulations shall become effective, nor shall any act, contract, or lease or other activity of the commission be binding on the city, except as the same shall be expressly authorized by this chapter.
   C.   Authority: This chapter is adopted pursuant to the powers contained in sections 114.11 to 114.15, Wisconsin statutes.
   D.   Severability: If any provisions or clause of this chapter, or the application thereof to any person or circumstance, is held invalid, such invalidity shall not affect other provisions or applications of this chapter which can be given effect without the invalid provision or application, and to this end the provisions of this chapter are declared to be severable.
