7-2-8: CURB AND GUTTER:
   A.   Cross Section:
      1.   Diagram:
      2.   Standard: The above cross section shall be the standard for the city. Other radius and shapes of curb will be acceptable if they meet the approval of the director of public works.
      3.   Drainage: Where the drainage requires, the city engineer may require a thirty inch (30") curb and gutter instead of the above requirements.
   B.   Specifications:
      1.   Subgrade: The subgrade shall be prepared by excavating to the line, grade and cross section as established by the city engineer. Soft and unsuitable material shall be removed and replaced with sand or other satisfactory material, and the subgrade shall be thoroughly and uniformly compacted and moistened immediately before the concrete is placed. When so specified by the building inspector a subbase of sand and gravel or other approved material shall be placed under the curb and gutter.
      2.   Material: All curb and gutters shall be of air entrained concrete composed of six (6) 100-pound bags of cement per cubic yard of one course construction. Gravel should be washed and of good quality. Concrete shall be mixed thoroughly for a minimum of one and one-half (11/2) minutes after all materials have been placed in mixer. Ready mix concrete shall meet the requirements of the Wisconsin department of transportation and all concrete delivered by truck shall be at least the above consistency of six (6) 100-pound bags per cubic yard, and certified by the ready-mix company.
      3.   Forms: Concrete shall be placed in forms of wood, metal or composite material of sufficient strength to resist springing, tipping or other displacement during the process of depositing and consolidating the concrete. Wood forms shall be surfaced plank of at least two inches (2") thickness except for sharply curved sections. Metal forms shall be of such design as to permit secure fastening. Forms shall be thoroughly cleaned and oiled before the concrete is placed against them. Concrete shall be placed in the forms on a moist subgrade deposited just above the finished grade and consolidated and spaded sufficiently to bring the mortar to the surface and to prevent honeycombing. It shall then be struck off level with the top of the forms and finished with a wooden float. To provide adequate drainage the gutter shall slope toward the drainage area at a minimum of one-eighth inch (1/8") per foot of gutter. All joints and edges shall be finished with a one-fourth inch (1/4") radius edging tool. (1975 Code Ch. 6 § IV; amd. 2009 Code)
      4.   Width And Thickness: All gutters shall be a minimum of twenty four inches (24") from back to front edge with the front edge being a minimum of seven inches (7") thick with a slope of one inch (1") to the front edge of the curb line, which will have a minimum rise of six inches (6") to the top of the curb. Curbs shall be no less than six inches (6") in thickness at base of slope of gutter and five inches (5") overall on top line of curb, and a minimum height of twelve inches (12") from top of back line of curb to base grade line of gutter.
      5.   Finishing: Before the last finish has set, the curb and gutter shall be brushed or broomed in transverse direction. Before final finishing the surface shall be checked with a ten foot (10') straightedge and any areas departing more than one-eighth inch (1/8") from the testing edge shall be corrected by adding or removing concrete while the concrete is still plastic.
      6.   Jointing: Transverse, full depth, one-half inch (1/2") thick expansion joints of premolded expansion material shall be located every fifty feet (50') and at property lines or where the curb and gutter intersects another curb and gutter. The expansion joint material shall be placed in a neat and workmanlike manner with its upper edge slightly below the surface. Dummy groove joints for controlled cracking at least two inches (2") in depth and one-fourth inch (1/4") wide, shall be placed at intervals of approximately ten feet (10'). Division plates shall be placed at right angles to the direction of the grade of the curb and gutter.
      7.   Curing And Drying: The same regulations as set forth under sidewalks, subsection 7-2-6G of this chapter shall apply for use in all curb and gutter work. (1975 Code Ch. 6 § IV)
