6-4-7: GENERAL PARKING RESTRICTIONS:
A. Seasonal Parking Restrictions: On all other streets in the City between the hours of two o'clock (2:00) A.M. and seven o'clock (7:00) A.M. during the months of November 1 to April 1, parking on one side of the street only is permitted in the following manner: 1) on odd numbered calendar days of the month, parking cars, motor vehicles or vehicles of any other kind only on the side of the streets where odd numbered houses are located is permitted, and parking on the side of the street of the even numbered houses is prohibited; and 2) on the even numbered calendar days of the month, parking cars, motor vehicles or vehicles of any kind shall be permitted on the side of the street where the houses bear the even numbers, and parking on the side of the street where the odd numbered houses are located is prohibited. Except in the case of a snow emergency declared by the Director of Public Works, these seasonal parking restrictions do not apply to the following streets:
MAIN STREET:
North side, from 10th Street to 13th Street.
South side, from 13th Street to 17th Street. (Ord. 2018-14, 10-1-2018)
   B.   Residence Area Parking Restrictions: It shall be unlawful for the operator of any hereinafter described vehicle, as defined in section 340.01, Wisconsin Statutes, to park such vehicle on any street within a residence district, as defined in section 340.01(50), Wisconsin Statutes, except to comply with official traffic signs or signals or directions of a traffic officer or for the purposes of loading, unloading or other business purposes:
      1.   Vehicles in excess of ten thousand (10,000) pounds' gross weight.
      2.   Motor trucks, trailers or truck tractors with engines or auxiliary motors operating.
   C.   All Night Parking Prohibited Where Posted: In addition, parking between the hours of two o'clock (2:00) A.M. and seven o'clock (7:00) A.M. of any day on those streets and portions of streets where it is so designated by official signs is prohibited.
   D.   Parking Limitations On Municipal Parking Lots: Where signs are erected in any Municipal parking lot, no person shall park a vehicle for longer than the period thereon specified.
   E.   Funeral Parking: Authorized funeral homes may reserve on street parking spaces for use by mourners during funerals through the placement of temporary "No Parking" signs on metered and unmetered streets. It shall be unlawful for any person not a mourner to park any vehicle in a parking space so marked. (1975 Code Ch. 7 §V)
   F.   Statutory Parking Regulations: No person shall violate the provisions of sections 346.51 through 346.55, Wisconsin Statutes, which are incorporated herein by reference. (2009 Code; amd. Ord. 2010-2, 1-4-2010)
   G.   No Parking Of Vehicles On Streets For Storage Purposes: No person, firm or corporation shall use the streets, alleys or any parking place for the storage of vehicles. A person shall be deemed to be using the streets, alleys or other public parking places for storage whenever they shall park a vehicle thereon for a continuous period of twenty four (24) hours or more.
   H.   Parallel Or Angle Parking:
      1.   All cars shall be parked as prescribed in section 346.54, Wisconsin statutes, excepting upon those streets which have been marked or signed for angle parking by official markers or signs, when such vehicle shall be parked at the angle indicated by such markers or signs.
      2.   No trucks, excepting pickup trucks without a platform rack, shall park in any area designated for angle parking.
   I   Double Parking: There shall be no double parking of automobiles or trucks on any street for any purpose or purposes excepting for loading and unloading, and where there is an alley or side street adjacent to the place of business where the truck is delivering, unloading shall proceed from that alley or side street; and further provided, that in the event there is a vacant parking space along the curb anywhere near the immediate location of the place where the vehicle is loading or unloading, such vehicle shall park at the curb.
   J.   Seasonal Restrictions For 14th Avenue East: No vehicle shall be parked or left standing on the north side of the 500 block of 14th Avenue East and on the west one hundred feet (100') of the south side of the 500 block of 14th Avenue East from November 1 to April 1.
   K.   Front Yard Parking: Front yard parking regulations pursuant to title 4, chapter 6 of this code shall be regulated pursuant to this title.
   L.   Parking Prohibited On City Owned Property: No stopping, standing or parking by any vehicle shall be permitted on the following city owned property lying westerly of the west line of Riverside Drive: From the north line of 1st Avenue West to seven hundred feet (700') south.    M.   Parking Prohibited Except For Loading And Unloading: No stopping, standing or parking of any vehicle, other than for loading and unloading for a period of time not to exceed thirty (30) minutes, shall be permitted at the following locations:
MAIN STREET WEST, 100 block, south side, from 29 feet to 65 feet west of the west line of Broadway Street.
6TH AVENUE WEST, 100 block, south side, from 96 feet to 124 feet west of the west line of Broadway Street.
10TH STREET EAST, 1100 block, west side; this restriction applies only between 2:00 P.M. and 4:00 P.M. on days when St. Paul's Evangelical Lutheran School is in session.
14TH AVENUE EAST:
South side, from 74 feet to 94 feet east of the east line of 6th Street East.
South side, from 126 feet to 146 feet east of the east line of 6th Street East. (Ord. 2016-13, 9-6-2016)
