6-1-7: TRAINS OBSTRUCTING HIGHWAYS:
   A.   Ten Minute Time Limit: It shall be unlawful to stop any railroad train, locomotive, or car upon or across any highway or street crossing within the limits of the city or leave the same standing upon such crossing longer than ten (10) minutes, except in cases of accident; provided, however, that in cases of emergency, such as a firetruck or an emergency call, such emergency vehicle shall have complete right of way and the railroad shall make a passage at the sound of the siren.
   B.   Penalty: Any railroad company, or any conductor, engineer, brakeman or other person in charge of such train, or responsible therefor, who shall violate this section shall forfeit not less than fifty dollars ($50.00) nor more than two hundred dollars ($200.00), together with costs of prosecution.
