5-4-3: ADDITIONAL REGULATIONS:
   A.   Each alarm user shall provide to the fire department in the case of a fire alarm, and shall provide to the police department in the case of a security alarm, the names, addresses and telephone numbers of at least two (2) persons who can be reached at any time who are authorized to respond to an emergency signal, communication or message transmitted by the alarm device or system and who are trained in the operation and functioning of the alarm device or system and who can unlock and open the premises wherein the alarm device or system is located.
This required notification shall be made for alarms existing as of the effective date hereof within ten (10) days of the effective date hereof and shall be made for alarms installed after the effective date hereof immediately prior to such installation.
It shall be a violation of this section if the alarm user fails to provide the required notification, or if the persons identified in the notification cannot be immediately contacted, or if those persons identified in the notification refuse to immediately cooperate with or immediately respond at the request of the fire department or police department. The alarm user or the persons identified in the notification, or both, may be subject to a forfeiture for such violation.
   B.   No alarm device or system shall be tested, demonstrated or have maintenance performed upon it, without first notifying the applicable fire or police department prior to the start of such test, demonstration or maintenance work.
   C.   Any alarm device or system that when activated causes an audible or visual signal to be heard or seen externally on the premises or property shall signal for a maximum of thirty (30) minutes, after which time the alarm device or system must cease such signal.
   D.   A firearm dealer shall install and maintain a burglar and holdup alarm system in any structure within the city in which guns are displayed, stored, or kept. The alarm system must, either by answering service or automatic dialing device, immediately notify or signal the police department of an emergency situation that the alarm system is designed to detect.
The term "firearms dealer" is defined as any person engaged in the business of selling firearms at wholesale or retail and having a license as a dealer issued by the U.S. department of treasury; provided, however, such person shall not include a pawnbroker or a gunsmith who is engaged in the business of repairing firearms or of making or fitting special barrels, stocks, or trigger mechanisms to the firearms.
The term "engaged in the business" is defined as a person who devotes time, attention, and labor to dealing in firearms as a regular course of trade or business with the principal objective of livelihood and profit through the repetitive purchase and resale of firearms; but such phrase shall not include a person who makes occasional sales, exchanges, or purchases firearms for the enhancement of a personal collection or for a hobby.
The primary purpose of this subsection is to require businesses which deal in the sale of firearms to install reliable emergency alarm devices or systems in order to provide additional protection from burglary or robbery of large quantities of guns in stock, which in turn adds to the safety and protection of the citizens of the city.
