5-3-1: HUMANE OFFICER, APPOINTMENT:
   A.   The common council shall appoint one or more humane officers pursuant to chapter 173, Wisconsin statutes. The humane officer shall have all of the powers and duties established under chapter 173, Wisconsin statutes.
   B.   The chief of police is hereby designated as the official who may modify or withdraw abatement orders issued pursuant to section 173.11, Wisconsin statutes. (1975 Code Ch. 11 § VIII)
