3-22-5: ADDITIONAL REGULATIONS:
The following requirements shall be met at all times:
   A.   Garbage Disposal: Every homeless shelter facility shall be supplied with adequate garbage and rubbish disposal facilities or garbage and rubbish storage containers.
   B.   Dwellings Above First Floor: Dwelling units which are above the first story will be permitted to use a secondary exit which utilizes a flat roof, deck or platform a minimum of four feet by six feet (4' x 6'), supported by columns or brackets, and is provided with a three foot six inch (3'6") high protective rail together with two (2) uniformly spaced intermediate rails.
   C.   Circuit Breakers: Branch circuits shall be protected by circuit breakers, or by S-type or equivalent safety type, tamperproof fuses not to exceed the amp capacity of the smallest wire in the circuit.
   D.   Electrical Outlets; Connecting To Appliances:
      1.   No duplex electric outlet shall serve more than two (2) major appliances. All major appliances shall be plugged directly into an outlet without the use of an extension cord. Small convenience appliances can use an extension cord of no more than six feet (6') in length with only one small convenience appliance per extension cord, and no more than two (2) extension cords per outlet; provided, however, that more than one small convenience appliance may be plugged into a multiple outlet surge protector with a circuit breaker without the use of an extension cord.
      2.   "Major appliance" is an appliance which is stationary, not moved daily, such as a clothes washer, clothes dryer, stove, refrigerator, freezer, and air conditioner.
      3.   "Small convenience appliance" is an appliance such as a personal computer, curling iron, blow dryer, portable television, portable radio, clock, and lamp.
   E.   Space Heaters: No owner, agent or occupant shall allow to be used or use any portable electric, gas, or oil space heater or any portable, unvented space heater fueled by natural gas, kerosene, alcohol or other fuel, or wood burning space heating units.
   F.   Doorways And Windows: From May 1 to September 30 doorways and windows shall meet the following requirements:
      1.   Every doorway used or intended to be used for ventilation and opening directly from a dwelling unit to outside space shall have supplied properly fitting screens having at least 16-gauge mesh and be provided with a self-closing device.
      2.   Every window or other device with openings to outdoor space, used or intended to be used for ventilation, shall be supplied with screens having at least 16-gauge mesh.
      3.   Every basement or cellar window, used or intended to be used for ventilation, and every other opening to a basement which might provide an entry for rodents, shall be supplied with a screen or such other device as will effectively prevent their entrance.
   G.   Storm Windows; Exterior Doors: From November 1 to March 31 every window serving a habitable room shall be provided with storm windows, except that insulated windows need not be provided with storm windows. Each exterior door, other than an insulated door, shall be supplied with a storm door. All such storm windows and doors shall be maintained in reasonably good repair and shall be reasonably weathertight.
   H.   Flammable Liquids Within Structure: No owner, agent or occupant of any dwelling unit shall allow any motorcycle, lawn mower, gas cans or anything that contains or has contained flammable liquids to be inside the structure at any time.
   I.   Display Of License: The homeless shelter facility license shall be displayed in a conspicuous place within the homeless shelter facility at all times.
   J.   License Transferable: Such license shall be transferable. Every person, firm, corporation or other organization holding such a license shall give notice in writing to the inspection department within forty eight (48) hours after having sold, by land contract or deed, transferred, given away, or otherwise disposed of ownership or interest in any homeless shelter facility. Such notice shall include the name and address of the entity succeeding to the ownership of such homeless shelter facility and shall be accompanied by the mandatory transfer fee.
   K.   Notice To City Of Nonrenewal Of License: In the event that a licensee does not seek renewal of the license for the next license year, the licensee shall provide to the inspection department, prior to the end of license year, a signed and dated notice on a form provided by the inspection department, stating that the premises are not subject to licensing for the next license year.
