In order to establish efficient procedures for the purchase of supplies, services and equipment, to secure for the city supplies, services and equipment at the lowest possible cost commensurate with quality needed, to exercise positive financial control over purchases, to clearly define authority for the purchasing function through the use of purchase orders, contracts and other authorized procedures, and to assure the quality of purchases, the purchasing system set forth in this chapter is adopted for the city. This chapter does not apply to public works construction contracts. This chapter shall apply to professional services contracts only as specifically provided here.
