Any person conducting any grading work or moving any earth material shall be responsible for controlling the dust from such activities at all times. The property owner, grading contractor, and permittee shall all be responsible for implementing any and all 8MPs for all grading and earthmoving operations in accordance with all conditions of project approval and the national pollutant discharge elimination system (NPDES) and as required by South Coast Air Quality Management District (SCAQMD).
